VACANCY: TECHNOLOGY AND SYSTEMS MANAGER
Location: Accra, Ghana | Type: Full-Time | Level: Senior Management | Ref: VDCS/2026/TSM/002
The Technology and Systems Manager is responsible for managing the design, deployment, security, and integrity
of Velox's entire technology infrastructure - including the mobile lending application, USSD platform, web portal,
cloud infrastructure, and all system integrations (MoMo APIs, credit bureau, NIA biometric verification). This is a Key
Management Function under the BoG Directive for Digital Credit Service Providers, 2025.
KEY RESPONSIBILITIES
- Oversee all technology systems, platforms, and digital channels
- Ensure 99.5%+ platform uptime and robust disaster recovery capability
- Lead cybersecurity, data protection, and system access management
- Manage third-party technology vendors, including the platform provider
- Implement and maintain the ICT and Cyber Security Policy (Cybersecurity Act, 2020 -Act 1038; BoG ICT standards)
- Report system risks, incidents, and performance metrics to the CEO and Risk Committee
MINIMUM QUALIFICATIONS & EXPERIENCE
- Degree in Computer Science, Information Technology, Software Engineering, Cybersecurity, or related field
- Minimum 5 years' experience in technology management, of which at least 3 years at senior level in a financial services, fintech, or digital payments environment
- Proven experience with mobile application development, USSD platforms, cloud infrastructure (AWS/Azure/GCP), and API integrations
- Strong knowledge of cybersecurity frameworks (ISO 27001, NIST) and financial sector ICT requirements
- Must satisfy the Bank of Ghana's Fit and Proper Person requirements under Act 774 and BoG Directive, 2025
- Familiarity with Ghana's Cybersecurity Act, 2020 (Act 1038), Electronic Transactions Act, 2008 (Act 772), and Data Protection Act, 2012 (Act 843)
DESIRABLE
- Professional certifications: CISSP, CISM, AWS/Azure Certified, PMP, or equivalent
- Experience with MoMo API integrations (MTN, Vodafone, AirtelTigo) and digital credit platforms
