BACKGROUND ON Ghana IHP:

The purpose of the US Department of State funded Ghana Integrated Health Partnership (IHP) activity to strategically contribute to the Government of Ghana's strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-based, quality integrated Reproductive, Maternal, Neonatal, Child Health and Nutrition and Malaria services. The program will strengthen Ghana's Networks of Practice in six regions and 31 districts to deliver integrated RMNCH+N+M services in primary care settings and will support high burden District, Regional and Teaching Hospitals serving large numbers of mothers, newborns and children nationwide to immediately and significantly reduce preventable deaths. Project Hope is the prime partner in a multi-partner consortium with Christian Health Association Ghana (CHAG) and Sanford Health Ghana as significant implementing subpartners, and a range of contracted technical resource partners.

POSITION SUMMARY:

The Grants and Finance Officer will use his/her experience in donor compliance to ensure that activities are delivered with minimized compliance risk, in addition to other duties as assigned. We are looking for a Grants and Finance Officer to provide cradle-to-grave prime-and subaward compliance guidance and support for a new and large US Department of State funded program with a range of subpartners and contracted resource partners. This position reports to the Finance and Grants Manager and will focus on leading compliance along the prime and subaward management and monitoring life cycle, including being the principal point of contact for subpartner compliance leads to ensure their understanding of the terms and conditions of their awards and for corrective action, where required.

PRINCIPAL RESPONSIBILITIES:

Grants and Compliance:

  1. In collaboration with the program staff, ensure the award and subaward packet documents are completed to be issued by Project HOPE Ghana and submitted to Project HOPE HQ Contracts and Grants (C&G) department review.
  2. Liaise with Project HOPE HQ C&G department regularly to ensure proper guidance is received in terms of the awards and subawards management and then such guidance is conveyed to field staff.
  3. Serve as a subject matter expert, providing guidance and building the capacity of staff on award and subaward management to ensure compliance with donor and Project HOPE requirements.
  4. Ensure the implementation of Project HOPE HQ awards and subawards management manuals, SOPs, tools, and liaise with HQ C&G for questions, concerns, and comments regarding the applicable procedures.
  5. In collaboration with Project HOPE HQ C&G department, enhance and maintain the grant management system and subrecipient processes.
  6. Utilize existing Project HOPE HQ Awards and Subawards tools, templates, and guidelines to reinforce donor requirements, improve knowledge of grants and contracts, reflect best practices, build the capacity of Project HOPE and partner field staff, support the sustainability of the project, and provide feedback where necessary.
  7. Develop and update training modules, in collaboration with Project HOPE HQ C&G department, and conduct training for Project HOPE and Partners field staff.
  8. Conduct initial review RFPs, RFAs, and Teaming Agreements for new business opportunities and submit for a final review to Project HOPE HQ C&G department to provide support as it relates to pre-award compliance questions, as necessary.
  9. Upon receipt of a new award, modification, or sub-agreement, conduct initial review terms and conditions for compliance, accuracy, and completeness then submit to Project HOPE HQ C&G department for a final review to advise on negotiation strategies with the donor or subrecipient prior to signature to ensure terms that are most favorable to Project HOPE, mitigating potential risk.
  10. Lead day-to-day grant and contract administration, proactively reinforcing prime and sub-award compliance requirements throughout the project period.
  11. Ensure that staff understand prime award prior approval requirements and follow up to ensure that they are met.
  12. Organize Award and Subaward kick-off meetings with project staff, including Project HOPE staff from various departments e.g. C&G, GOF, Legal, etc., and present an Award Compliance Matrix and subaward key requirements to the subrecipients.
  13. Collaborate with project staff and Project HOPE HQ departments e.g. C&G and GOF to manage project closeout processes in accordance with the Award, Subaward, requirements and Project HOPE available procedures and tools such as closeout checklists, etc.
  14. In collaboration with Program Staff, oversee subrecipient monitoring in accordance with Project HOPE's subrecipient monitoring plan and available/applicable checklists.
  15. Participate in regular program and finance meetings to stay updated on project activities and address Award and Subaward-related issues.
  16. Meet with Project HOPE HQ C&G on a biweekly (once in two weeks) basis to ensure the Awards and Subawards are managed appropriately and discuss issues, if any.
  17. Maintain award and subaward filing system and ensure all records relevant to Awards and Subawards are provided to Project HOPE HQ C&G as per the Project HOPE HQ C&G filing structure and SOP.
  18. Assist project staff in evaluating sub-partners capacities and risks. 

Finance:

  1. Review and verify payment requests, invoices, travel advance, and expenses, procurement documents, and supporting documentation to ensure accuracy, completeness, allowability, and compliance before processing them for approval and payment.
  2. Monitor project expenditures against approved budgets, analyze budget variances, and provide timely financial analysis and recommendations to management and program staff.
  3. Support internal audits, donor financial reviews, and external audits by preparing schedules, responding to audit queries, and implementing agreed corrective actions.
  4. Support monthly and year-end financial closing processes by preparing journal entries, accruals, schedules, and other financial reports as required.
  5. Support with the recording of financial transactions in the accounting system in accordance with Project HOPE policies, donor requirements, and filing completed with the necessary supporting documentation.
  6. Fulfill other duties and responsibilities as may be reasonably assigned by the Finance and Grants Manager.


MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

  1. Bachelor’s in accounting, Finance, Economics, International Development (or international equivalent), or in a related field. Graduate degrees are welcomed.
  2. Minimum of five (5) years of increasingly responsible experience in federal and/or private grants/contracts management.
  3. Ability to compose reports, presentations, memos, emails, awards, solicitations, and other written documents in an organized, logical, and concise manner.
  4. Ability to write well, with attention to detail and correct grammar.
  5. Solid knowledge and understanding of all aspects of the prime award and subaward management lifecycle, experience managing US Government funding prime or subawards is a plus.
  6. Knowledge of different subaward mechanisms and the applicability of various donor/client flow-down requirements.
  7. Demonstrated expertise in researching, interpreting, and applying donor regulations. Knowledge of the Uniform Guidance, Standard Provisions, FAR/AIDAR, and other donor rules and regulations regarding the implementation of Federal awards.
  8. Demonstrated project management and organizational skills - especially with time-sensitive work.
  9. Ability to collaborate and participate in teams with a can-do, positive attitude.
  10. Skilled in developing strong partnerships with internal and external stakeholders and partners.
  11. Proficient in MS Office applications, including Word, Excel, PowerPoint, SharePoint, and basic knowledge of graphic design and Adobe Acrobat.

About the position The Operations Manager will be responsible for overseeing the daily operations of the LPG Gas Refill Plant ensuring efficient and safe processes from product receipt to order fulfillment.

This role involves direct supervision of plant personnel, adherence to standard operating procedures (SOPs), maintenance of equipment, and strict compliance with health, safety, and environmental (HSE) regulations. The supervisor will play a crucial role in maintaining operational capacity, minimizing downtime, and fostering a strong safety culture among all stakeholders.

Responsibilities

I. Plant Operations & Management:

Operate the filling machines and other machines/equipment at the LPG filling Plants in more than one process area, with mandatory full compliance to operational safety procedures and dress code i.e., PPE like uniform, safety shoes, hand gloves, ear plugs, masks, hard hats etc., and supporting effective coordination of activities between the areas to achieve production

Supervise and coordinate all daily plant activities, including truck loading targets and offloading, cylinder filling, and inventory management, ensuring proper documentation and adherence to company SOPs.

Monitor refilling plant operations and periodically report on technical performance, including inventory statistics, inventory losses, and equipment maintenance history.

Perform routine LPG cylinder checks to ensure cylinders are in good condition during the different stages of filling operations and also checkwhether all filled cylinders are free of leaks and the valves duly sealed.

. The weight of each filled cylinders shall be checked and ensure that there is/are no leak/s in cylinders during & after LPG filling operation. In case cylinders are overfilled and under filled, shall do weight correction, cylinders evacuation of cylinders, valve removal/fixing of new valves & purging of

Check cylinder (O-Ring testing, inspection of valves, visual inspection checks) and do segregation and removal of date expired / unfit cylinders from service pre-filling. Shall also do cylinders foot-ring straightening, manual handling of cylinders, operating of palletizers, monitoring & operation of chain conveyor system.

. Arrange / maintain on hand availability of day-to-day LPG Filling plant empty cylinders and consumables.

Ensure all filling and measuring equipment is well-calibrated and dispenses accurately at all times.

Provide technical support to on-site personnel, Territory Leads, and others.

Liaise with relevant units/departments to ensure all regulatory licenses are up-to-date and valid.

Identify, analyze, and develop solutions for operational problems, displaying high levels of proactivity.

Contribute to achieving goals and targets, focusing on efficiency and cost reduction.

Il. Health, Safety & Environment (HSE):

Ensure strict adherence to all HSE standard regulations and guidelines in all plant operations.

Support the implementation and continuous evaluation of a robust Health, Safety, and Environment (HSE) monitoring framework, incorporating statutory requirements, updated standards, and feedback.

Ensure the development, review, and implementation of Emergency Situation and Contingency Plans, monitoring compliance.

Oversee the development and implementation of waste management plans and monitor compliance.

Organize and conduct HSE Awareness training programs (e.g., toolbox meetings, pep talks) for employees, visitors, vendors, customers, neighbors, and business partners, educating them on prevention and control, occupational health, first aid, and emergency response.

Investigate all accidents and near misses, rendering timely reports with recommendations for future prevention.

Carry out regular audits of the plant and installations to ensure adherence to HSE standards of performance and the elimination of unsafe conditions and

Identify, appoint, and train Safety Marshalls for different aspects of HSE practices.

Prepare periodic HSE updates on company activities and HSE-related requirements. incidents.

Maintain the work environment clean and tidy before, during and after operations, in line with established standards of Hygiene and

Housekeeping.

III. Maintenance:

Develop, implement, and report on Preventive Maintenance schedules for all plant equipment.

Engage with vendors to ensure prompt close-out on corrective maintenance of plant equipment.

Strive for zero downtime due to equipment unavailability.

Generate periodic reports on equipment status and plant assets.


Criteria /requirements /

qualifications


Bachelor's degree in Engineering, Operations Management, Logistics and Supply, or related field. A Masters would be an added Advantage

Minimum of 5 years' experience in operations management, with at least 5 years' experience in LPG distribution, fuel logistics, or FMCG logistics.

Demonstrated hands-on experience managing last-mile distribution, fleet operations, dispatch, routing, and delivery optimization.

Strong understanding of LPG safety standards, hazardous goods regulations, and compliance requirements.

Excellent leadership, problem-solving, and decision-making skills with the ability to manage geographically dispersed teams.

Strong analytical skills with experience monitoring operational KPIs such as OTIF (On-Time In-Full), fleet performance, and operational efficiency.

Proficiency in Microsoft Office Suite and logistics management systems is an advantage.

Position Summary

Reporting to the Maintenance Superintendent, the Senior HME Maintenance Supervisor will be responsible for leading and supervising maintenance teams to ensure the safe, reliable and cost-effective maintenance of the Company's fleet of heavy mining equipment. The successful candidate will drive maintenance excellence by maximizing equipment availability, minimizing downtime and ensuring compliance with company standards, OEM recommendations and statutory safety requirements.

Qualifications and Experience

Applicants must possess:

  1. A Bachelor's Degree or Higher National Diploma (HND) in Mechanical Engineering, Electrical Engineering or a related discipline.
  2. Sectional Engineer Certificate of Competency from the Inspectorate Division of the Minerals Commission
  3. A minimum of fifteen [15) years' relevant maintenance experience, with at least seven [7] years in a supervisory role within an open-pit mining environment
  4. Extensive experience maintaining heavy mining equipment, including haul trucks, excavators, wheel loaders, dozers, motor graders, water bowsers and ancillary mining equipment.
  5. Sound knowledge of diesel engines, hydraulic systems, powertrains, electrical systems and electronic diagnostic tools.
  6. Experience using Computerised Maintenance Management Systems [CMMS), such as Pronto, SAP or similar maintenance software.
  7. Strong understanding of preventive and predictive maintenance principles.
  8. Experience working with Komatsu, Caterpillar, Liebherr and Hitachi, Also, experience in similar OEM equipment will be an advantage.
